School-to-Prison Pipeline

Rise and Shine - Glenbeigh Outpatient Center of Rocky River. 

Course Objectives: The School-to-Prison Pipeline is a policy trend where schools rely on law enforcement to handle minor offenses, which has been found to cause students, especially young African-American males, to be tracked into the juvenile justice system. Participants will examine the impact of the zero tolerance disciplinary policies at schools that often precipitate youth involvement with the juvenile justice system. Discuss school statistics in context of criminal justice statistics, explore and understand the definition of the School-to-Prison Pipeline and learn to identify the progression phases toward solutions.

Clinical Supervisor, Glenbeigh Outpatient Center of Toledo

Anthony Bouyer holds a Bachelor's degree in Sociology, a Master's in Counseling and Education and a Doctorate in Philosophy of Education, which he received from the University of Toledo. Dr. Bouyer researched approaches to improve the success of African American males in U.S. school systems and identified the importance of having positive role models, such as minority teachers. Dr. Bouyer has received several honors and awards during his career and developed a Youth Drug Trafficking Program, promoted HIV/AIDS initiatives and was a presenter on issues such as Alcohol/Drugs and Criminal Justice/Court Systems.  He is a licensed mental health professional providing individual and group counseling, a 23 year veteran probation officer with the Toledo Municipal Court and an Acting Unit Supervisor at the same court. Dr. Bouyer is currently the Clinical Supervisor at Glenbeigh's Outpatient Center of Toledo.
